Abstract
This Circular No. 85/2025/TT-BNNMT of the Ministry of Agriculture and Environment of Vietnam regulates the management of endangered, rare, and precious species, as well as common wild animals, and implements the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). It defines scope, regulated entities, and key concepts, and sets out national rules for management, conservation, use, and trade of wildlife and related resources.
The Circular classifies species into protection groups, sets criteria for listing, and provides detailed rules on conservation (in situ and ex situ), breeding, rescue, exploitation, and trade. It establishes procedures for licensing, monitoring, and reporting, including requirements for biodiversity conservation facilities and CITES compliance (e.g. permits, identification codes, and traceability). It also regulates export, import, and re-export of specimens, and assigns responsibilities to authorities and stakeholders to ensure enforcement and biodiversity protection.
