Law on Biodiversity NO.32/VBHN-VPQH.

This Law provides for the conservation and sustainable development of biodiversity.
The Law prescribes the bases for the formulation and the contents of a national master plan on biodiversity conservation which must be approved by the Government.
The Law classifies conservation zones and specifies conservation zone classification criteria. Conservation zones include: national parks; nature reserves; wildlife reserves; and landscape conservation zones. National-level and provincial-level conservation zone establishment projects shall be formulated and appraised as assigned and decentralized by the Government.
In addition, the Law provides for the conservation and sustainable development of species and of genetic resources. Provisions include: species to be included in the list of endangered precious and rare species prioritized for protection; establishment of biodiversity conservation facilities; control of invasive alien species; management of and access to genetic resources and sharing of benefits from genetic resources; storage and preservation of genetic specimens; assessment of genetic resources; and management of risks caused to biodiversity by genetically modified organisms and genetic specimens of genetically modified organisms.
The Law further provides for: prohibited acts related to biodiversity; state management responsibilities for biodiversity; rights and obligations of organizations, households and individuals in the conservation of biodiversity; procedures and requirements for obtaining a licence for access to genetic resources; international cooperation on biodiversity; and mechanisms and resources for biodiversity conservation.
