Abstract
This Circular sets out requirements and procedures for the formulation, approval or certification of environmental protection schemes for production, business or service establishments and zones that do not possess written certification declaring they have satisfied national environmental standards.
The Circular further provides for: responsibilities of owners of production, business or service establishments and zones in implementing environmental protection schemes; responsibilities of institutions in examining, inspecting and certifying the contents of environmental protection schemes; etc.
