Circular No. 69/2025/TT-BNNMT Stipulating the List of Invasive Alien Species.

This Circular establishes requirements and rules for the investigation, identification, assessment and issuance of a National List of Invasive Alien Species.
The Circular sets out detailed investigation content (species name and biology; distribution, habitat and pathways of invasion; impacts on biodiversity and socio-economic aspects; and measures for prevention, control and eradication) and prescribes methods for primary and secondary data collection, including field survey techniques, remote sensing and use of scientific databases. It classifies non-native organisms into two distinct categories: Invasive Alien Species and Potential Invasive Alien Species, with detailed lists provided in the attached appendices. It also defines criteria for determination of invasive alien species (entry capability, spread potential, harmful potential) and mandates a formal risk assessment.
