Abstract
This Decision of Prime Minister approves the Paris Agreement Implementation Plan on Climate Change. The Appendix attached to the Decision outlines the Action Plan to Implement the Paris Agreement on Climate Change. The Plan is at the national level covering the period of 2016-2030.
Main tasks of mitigating greenhouse gas emissions for the period 2021 - 2030 include: Modernize the monitoring system and hydro-meteorological forecasting technology, ensuring forecast and early warning of weather phenomena; building a system to assess and monitor climate change and sea level rise; Completing technical regulations and standards on infrastructure, public works and people's lives in accordance with the context of climate change; Formulate socio-economic development, population and infrastructure planning based on climate change scenarios with focus on key sectors and regions; Implement key and urgent disaster prevention and control plans and solutions and works in order to protect people's lives, ensure national defense and security, and search and rescue; relocate and rearrange residential areas in areas frequently affected by storms, storm surges, floods, riverbank and coastal erosion or at risk of flash floods or landslides; Integrated management of water resources in river basins; ensure the safety of the reservoir; strengthen international cooperation to solve transboundary water problems; ensure water security;Sustainable forest management, preventing deforestation and forest degradation; planting, protecting and restoring forests, focusing on developing large timber plantations and coastal forests; Ensure food security through protection, reasonable maintenance and sustainable management of agricultural land; change the structure of plants and animals; create new varieties to adapt to climate change; perfecting the disease control and prevention system; Review, adjust and develop livelihoods and production processes in accordance with climate change conditions associated with poverty reduction and social justice; Develop mechanisms and policies, strengthen the insurance system, share climate and disaster risks; Implement the integration of climate change adaptation based on ecosystems and communities, through the development of ecosystem services, conservation of biodiversity, use of indigenous knowledge, prioritizing the most vulnerable communities; Urban planning and land use, infrastructure, industrial parks, coastal and island resettlement areas on the basis of sea level rise scenario; implement integrated management of the coastal strip; etc.
The Ministry of Finance shall allocate budget for ministries, branches and localities to implement according to the schedule and requirements stated in the Plan.
