Abstract
This Plan for the Implementation of the Paris Agreement on Climate Change by the Ministry of Agriculture and Rural Development for the Period 2021-2030 is a sectoral Plan at the national level. The targets of the Plan are: 1. Concretize the Plan to perform the tasks assigned to the Ministry of Agriculture and Rural Development in Decision No. 2053/QD-TTg dated October 28, 2016 of the Prime Minister on the issuance of the Plan to implement the Agreement Paris Agreement on Climate Change; 2. Serve as a basis for the mobilization of domestic and international resources to effectively respond to climate change of the agriculture and rural development sector.
The Plan has identified the following as compulsory task group: 1. Mitigation of greenhouse gas emissions in the Agriculture and Rural Development sector to implement the Nationally Determined Contribution (NDC) in accordance with national conditions on the basis of periodic assessment of global efforts; 2. Establishing a Measurement, Reporting and Verification (MRV) System for Sector-level GHG emission reduction activities in the fields of land use, land use change and forestry (LULUCF); 3. Establish the MRV System for Sector-level GHG emission reduction activities in the agricultural sector. Group of tasks to be prioritized and encouraged include: 1. Implement GHG emission reduction of the agriculture and rural development sector to implement NDC; 2. Implement the Target Program for Sustainable Fisheries Economic Development and the Targeted Program for Sustainable Forestry Development; 3. Implement the Target Program on restructuring the agricultural economy and preventing, combating and mitigating natural disasters, stabilizing people's lives; 4. Deploying plans and solutions, key and urgent natural disaster prevention and control works to protect people's lives, ensure national defense and security, and search and rescue; relocate and rearrange residential areas in areas frequently affected by storms, storm surges, floods, riverbank and coastal erosion or areas at risk of flash floods and landslides; 5. Sustainable forest management, preventing deforestation and forest degradation; to plant, protect and restore forests and focus on developing large timber plantations and coastal forests; 6. Ensuring food security through the protection, reasonable maintenance and sustainable management of agricultural land; restructuring of plants and animals; creating new varieties to adapt to climate change; perfecting the disease control and prevention system; etc.
In addition, solutions are proposed in the Plan, including: Training of human resources, capacity building and awareness to implement the Paris Agreement on climate change; Review and adjust mechanisms, policies, sectoral and sectoral planning in accordance with the Paris Agreement on climate change; Research and develop, apply new production technologies, low carbon and smart adaptation to climate change in agriculture and rural development; Strengthening international cooperation with partners in the form of multilateral, bilateral, partner cooperation in order to exchange and share experiences, transfer science and technology, promote and mobilize funding; Training and exchanging experts on disaster response and climate change in agriculture and rural development; Renovate the mechanism for mobilizing and allocating financial resources for the development and integration of disaster and climate change response activities in sectoral, field and local development plans; Develop mechanisms and policies to encourage domestic and foreign enterprises and individuals to invest in public-private partnership (PPP) for disaster response and climate change response activities and value chain development, low carbon value, smart adaptation to climate change in agriculture and rural development; etc.
