Abstract
This National Action Plan for the Implementation of the 2030 Sustainable Development Agenda (SDG NAP) is a cross-sectoral policy document. The SDG NAP was promulgated as per Decision 633/QD-TTg of the Prime Minister, in which 17 SDGs of Vietnam towards 2030 have been set including 115 specific targets, in corresponding with global SDGs targets approved at the Summit Meeting of the UN in September 2015. Viet Nam’s overall goal will be sustaining economic growth alongside with ensuring social progress and justice and environmental and ecological protection, effective management and utilization of natural resources, a proactive response to climate change; ensuring that all citizens are promoted their full potential, participate in development and benefit equitably from the results of development; and build a Vietnamese society that is peaceful, prosperous, inclusive, democratic, just, civilized and sustainable.
The SDG NAP seeks to eliminate hunger, ensure food security, improve nutrition. Targets include: By 2030, eliminate hunger and ensure access by all citizens, particularly the poor and the vulnerable including the elderly and infants, to safe, nutritious and sufficient food throughout the year; By 2030, reduce all forms of malnutrition and meet the nutritional needs for all target groups who are children, adolescent girls, pregnant women, lactating mothers and elderly people; and ensure the full supply of and sustainably manage water resources and hygienic systems for all citizens; By 2030, halve per capita amount of food waste and reduce food losses along the production and supply chains, including by minimizing post-harvest losses.
The SDG NAP promotes to make agriculture, forestry and fisheries more productive and sustainable. Targets include: By 2030, increase by 1.5 times agricultural productivity and income of agricultural labour; By 2030, ensure sustainable food/foodstuff production and apply resilient agricultural production modalities, increasing productivity and output, that help maintain eco-systems, and strengthen the capacity for adaptation to climate change and other disasters and progressiveprogressively improve land and soil quality; By 2020, maintain the genetic diversity of seeds, cultivated plants and farmed and domesticated animals; promote access to genetic resources and a fair and equitable sharing of benefits arising from the utilization of genetic resources and relevant native knowledge in accordance with the country’s international commitments; By 2030, strictly prohibit all forms of fisheries subsidies that may lead to overfishing or that may contribute to illegal, unreported, unregulated (IUU) fishing, and create enabling conditions for WTO’s fisheries subsidies negotiations; Protect and sustainably develop forests; conserve biodiversity; develop eco-system services; combat desertification; prevent the degradation of and rehabilitate land resources.
The SDG NAP seeks to end all forms of poverty everywhere. The relevant goals and targets include: By 2020, eliminate extreme poverty for all citizens everywhere; by 2030, reduce poverty at least by a half, using the national multi-dimensional poverty criteria; Implement appropriate social protection systems, measures for all citizens across the country, including floors and, by 2030, achieve substantial coverage for the poor and the vulnerable; By 2030, ensure that all citizens, particularly the poor and the vulnerable, have equal rights to access economic resources and basic services, the right to use land and natural resources, the right to own and control over other forms of property, to access appropriate new technologies and financial services, including micro finance; By 2030, improve the resilience of the poor and the vulnerable and, at the same time, reduce their exposure and vulnerability to climate-related extreme weather events and other economic, social, environmental shocks and disasters; By 2030, ensure that all girls and boys have access to quality early childhood development, care and pre-primary education so that they become ready for primary education; By 2030, ensure that all men and women have equal access to quality and affordable technical, vocational training and tertiary education, including university education; and generate full, productive and decent employment for all citizens; By 2030, progressively achieve and sustain income growth of the bottom 40% of the population at a rate higher than the national average; Promote sustainable, resilient urban and rural development.
To enable more inclusive and efficient agricultural and food systems, the SDG NAP require: to promote the use of post-harvest technologies, develop scientific/technological applications, and promote the transfer of technologies to reduce post-harvest losses; to establish and develop sustainable supply chains for agricultural products.
In order to respond in a timely and effective manner to climate change and natural disasters, targets are set up, including: Strengthen resilience and adaptive capacity to climate-related hazards and capacity in responding to natural and other disasters; Integrate climate change measures into national development policies, strategies, planning schemes and plans; Improve Educate, raise awareness, and strengthen-raising and human and institutional capacity on climate change mitigation, adaptation, impact reduction and early warning; etc.
In terms of governance, the National Council on Sustainable Development and Competitiveness Enhancement will be responsible for advising the Prime Minister and the Government on leading and guiding the implementation of the SDG NAP. The Ministry of Planning and Investment (MPI) is responsible for leading and coordinating with concerned ministries, sectors, localities and relevant institutions and organizations. The State will give priority and allocate adequate funding resources from the central and local budgets to support the implementation of the National Action Plan.
