Abstract
The overall goals of this National Action Plan to Transform a Transparent, Responsible and Sustainable Food System in Vietnam by 2030 include: transform the food system from production, processing, distribution to consumption towards transparency, responsibility and sustainability, based on local advantages; firmly ensure national food and nutrition security; improve people's income and quality of life; prevent and fight natural disasters, epidemics, protect the environment, respond to climate change; contribute to the implementation of sustainable development goals until 2030 in Vietnam and globally.
The specific objectives by 2030 contain: Rural residents' income will be 2.5 to 3 times higher than in 2020; The rate of multidimensional poor households in rural areas will decrease by an average of 1 to 1.5%/year; The rate of households with severe and moderate food insecurity will be below 5%; To maintain food export turnover of over 30 billion USD/year; The rate of malnutrition and stunting in children under 5 years old will be below 15%. The rate of overweight and obesity in children under 5 years old will be below 10%; children 5 - 18 years old will be below 19%; adults 19 - 64 years old will be below 20%. The proportion of areas granted planting and farming area codes will account for over 10% of agricultural and aquaculture production land; The number of animal disease-free areas and facilities registered for certification will increase by 5%/year; The ratio of product value produced according to good or equivalent production processes will be above 30%.; The area of agricultural land for organic production will reach at least 2.5% of the total area of agricultural production land; The amount of organic fertilizer will accounts for over 30% of the fertilizer supply on the market; Over 30% of the total irrigated dry crop area will use advanced, water-saving irrigation methods; Post-harvest losses of key agricultural, forestry and fishery products will decrease by 0.5% to 1.0%/year; The ratio of the value of processed agricultural products in the total value of agricultural, forestry and fishery production and processing will be over 50%; Greenhouse gas emissions from the food system will decrease by 10% compared to 2020.
In order to achieve the overall goals and specific objectives, tasks are proposed in the Plan, including: 1. Review, evaluate and improve mechanisms, policies, processes, standards and regulations for food production, processing and consumption towards transparency, responsibility and sustainability; 2. Develop an input supply system for agricultural production in a transparent, responsible and sustainable manner; 3. Develop agricultural production towards transparency, responsibility and sustainability, through strengthening inter-sectoral coordination to apply the One Health approach (including health of human, animals, plants, and environment) in food supply chain management, etc.; 4. Develop a food processing and distribution system that is transparent, responsible and sustainable; 5.Promote transparent, responsible and sustainable food consumption practices.
