Abstract
To help carry out the national green growth strategy, the Ministry of Planning and Investment has developed this National Action Plan on Green Growth for 2021 - 2030 period.
The green growth action plan includes 18 topics, 57 groups of tasks and activities and 134 specific tasks and activities. The topics include: Build and perfect institutions and policies, improve the effectiveness and efficiency of state management in association with green growth goals; Communication, education and awareness raising; Human resource development and green jobs; Mobilize financial resources and promote investment for green growth; Science and technology, innovation; International integration and cooperation; Equality in green transition: Ensuring different target groups, especially those affected when restructuring the economy in association with growth model innovation, disadvantaged groups (women, young people, children, ethnic minorities, the poor, the disabled, the elderly) have equal access to opportunities, information, technical infrastructure, basic social services, new jobs in the transition to a green economy; promote efficient exploitation and increase the proportion of renewable and new energy sources in national energy production and consumption. Improve efficiency and energy efficiency, reduce energy consumption; Limit industries that generate large amounts of waste, cause pollution and degrade the environment, and create conditions for the development of new green manufacturing industries; Develop modern agriculture, circular agriculture, green, clean, sustainable and smart agriculture, improve the quality, added value and competitiveness of agricultural production through restructuring livestock, plants, forestry and aquaculture and applying processes and technologies for economical and efficient use of breeds, feed, agricultural materials and natural resources... ; accelerate the progress of projects on afforestation, reforestation, and sustainable forestry economic development; Build a new countryside with a lifestyle in harmony with the environment and nature according to good living standards, protect and develop the landscape and the green, clean, beautiful and civilized environment; focus on disaster risk management, climate change resilience and adaptation, and environmental protection; strengthen waste management through research and development of solid waste integrated management models, waste treatment technology towards circular economy; Prevent and minimize the generation of air pollutants for sectors and fields and enhance the efficiency of air quality management; Manage water resources, land resources, biodiversity, blue sea economic development; Promote green public procurement, green public services and labeling programs to regulate consumption behavior; Manage tourism development in the direction of green and sustainable growth; etc.
The Ministry of Planning and Investment is responsible for coordinating the implementation of Action Plan of Green Growth, regularly monitoring and supervising the implementation, synthesizing information, promptly handling arising problems, and reporting to the Steering Committee.
