Abstract
This National Green Growth Strategy is a strategy applicable to the period from 2021 to 2030, which has a vision to 2050 and pursues the following overall target: Accomplish green growth, thereby contributing to the restructuring of the economy in conjunction with renewing the growth model, in order to achieve economic prosperity, environmental sustainability and social equality; strive towards a green and carbon neutral economy; contribute to the realization of the goal to reduce global warming.
General strategic orientation is: Focus the efforts on restructuring the economy in conjunction with renewing the growth model; reducing the greenhouse gas emissions intensity through the thrifty and efficient utilization of energy and resources, with science and technology as the foundation; applying digital technologies and digital transformation; developing green and sustainable infrastructure; building green lifestyles; ensuring that the process of green transformation abides to principles of equality, inclusivity and raising the resilience throughout the entire economy. The development orientation of key sectors include: a) Develop modern, clean, organic and sustainable agriculture; raise the quality, the added value and the competitiveness of agricultural production through adjustments and shifts in the composition of livestock, crops, forestry and aquaculture production, as well as through the application of procedures and technologies that enable the thrifty and efficient use of breeds, species, feed, agricultural supplies and natural resources; accelerate the progress of projects involving afforestation, reforestation and the sustainable development of forestry activities. b) Develop and modernize the system of irrigation, synchronously connecting it to the infrastructure systems of other industries and sectors in order to ensure water security as well as the capabilities to prevent/alleviate natural disasters and respond to climate change. c) Build new rural areas where the lifestyle is in harmony with the environment and nature, the standards of living are good while the green, clean, beautiful and civil landscape and the environment are protected and developed; attach importance to natural disaster risks management, adaptability to climate change and environmental protection. d) Promote green consumption and purchases through energy labelling, eco-labelling, green labelling; e) Strengthen the management of water resources, land resources and biodiversity; step up the protection/recovery of natural ecosystems and preserve biodiversity; study and promote the development of the marine economy. f) Step up the process of green transformation in social fields such as employment, healthcare or tourism; ensure equality in access to opportunities, information and basic social services in the process of green transformation.
