Abstract
The overall objectives of this Master Plan for Sustainable Extraction and Use of Coastal Resources for the 2021-2030 period, with a Vision to 2050 include: Effectively managing and extracting coastal resources to contribute to making Vietnam a strong maritime nation, rich from the sea, achieving sustainable, prosperous, secure, and safe development, ensuring livelihoods and improving the living standards of coastal communities while preserving and developing natural, ecological, and cultural values; Proactively managing natural disasters, effectively responding to climate change and rising sea levels; Tightly controlling and preventing pollution and degradation of the coastal environment and ecosystems.
Specific targets include: By 2030: Protect and restore coastal ecosystems and biodiversity, increasing conservation areas to cover at least 6% of the national maritime natural area; Achieve collecting and handling 100% of hazardous waste, domestic solid waste, and 100% of plastic waste on beaches, coastal tourist areas, and marine conservation areas; planning and constructing 100% of economic zones, industrial zones, and coastal urban areas in a sustainable, ecological, intelligent, and safe manner, with centralized wastewater treatment systems meeting environmental regulations and standards; Improve the livelihoods and living standards of coastal communities, increasing average per capita income in coastal provinces to at least 1.2 times the national average; Align coastal development with national defense and security priorities. By 2050: Establish Vietnam as a leading maritime nation with a sustainable blue economy, vibrant coastal economic hubs, and net-zero carbon emissions; Preserve the natural, ecological, and cultural values of coastal regions while ensuring national defense and security. Focus areas include: Shift fishing activities further offshore, develop offshore wind power to reduce pressure on coastal resource extraction and use; Strengthen the technical infrastructure of coastal areas, aligning with the zoning of coastal land to improve the resilience and adaptation to natural disasters, climate change, and rising sea level; Thoroughly address pollution hotspots in coastal waters, focusing on areas with high-intensity multi-purpose extraction and use; Promptly and effectively restore important ecosystems that have been degraded or destroyed, especially coral reefs, mangrove forests; critically endangered wildlife species; valuable, rare, and economically important indigenous genetic resources; Effectively manage sources of marine pollution, including plastic waste; etc.
