The Plan emphasizes six priority sectors: marine tourism, maritime transport, oil/gas and mineral exploitation, aquaculture, coastal industries, and renewable energy. It outlines spatial zoning for coastal regions, islands, and waters, prioritizing defense, conservation, and economic activities, with detailed infrastructure projects (e.g., seaports, smart cities, offshore wind farms) and policies to resolve land-sea conflicts.
The Plan also emphasizes the importance of modernizing infrastructure, enhancing cultural and social development, and promoting international cooperation. The Plan includes measures for environmental protection, waste management, and climate change adaptation. Implementation strategies include legal reforms, investment in green and circular economies, international cooperation, and human resource development.
