Abstract
This Prime Minister's Decision approves the policy document of the Program for Inventory, Monitoring, Reporting and Building the National Biodiversity Database by 2030, with a vision to 2050. The overall objectives of the policy document are set up: To carry out survey, inventory, monitoring, establishment and operation of the national biodiversity database in order to assess the status, value and evolution of biodiversity to serve the direction and administration of the Government according to the requirements of digital transformation, enhancing the efficiency of biodiversity management of ministries, branches and localities and economic and social development activities of organizations and enterprises.
To achieve the overall objectives, key tasks are proposed in the policy document, including: 1. Develop a program to inventory and monitor biodiversity according to a set of inventory and monitoring indicators; 2. Piloting methods, processes, economic and technical norms for biodiversity investigation, inventory and monitoring, perfecting and developing a set of inventory indicators and monitoring directives; 3. Completing the methods, procedures, technical guidelines, economic and technical norms for investigation, inventory, monitoring, reporting and building a national biodiversity database; 4. Building and operating a database, making unified biodiversity reports from central to local levels; 5. Strengthening capacity building, technical infrastructure and equipment, promoting scientific research, international cooperation, resource mobilization; 6. Organizing the implementation of priority programs and projects on investigation, inventory, monitoring, report making, building biodiversity database and updating information and data.
In terms of the scope, the Program will be implemented nationwide, focusing on priority areas that are the subjects of the national biodiversity conservation planning, including: nature reserves, biodiversity corridors, biodiversity conservation facilities, high biodiversity areas, etc. The investigation, inventory and monitoring aimed at evaluating the status and changes of biodiversity will be carried out for ecosystems (including: terrestrial lands, wetlands, mangroves, coral reefs and seagrass beds) and species (including: endangered, precious and rare species prioritized for protection, endemic species, and threatened species).
