Abstract
This Vietnamese Ministry of Health’s Action Plan for Prevention and Control of Antimicrobial Resistance (AMR) in Healthcare for the 2024-2025 Period is part of Vietnam's response to AMR, building on previous actions and aligning with the National Strategy on Antimicrobial Resistance Prevention and Control for 2023–2030. General goals of the Plan are: Slow down the development of drug resistance and prevent and control the spread of drug-resistant microorganisms and infectious diseases, while ensuring the continuous availability of antimicrobial drugs and the rational use of antimicrobial drugs to effectively treat infectious diseases in humans and animals, contributing to the protection, care and improvement of human and animal health, environmental protection and socio-economic development of the country.
The Plan emphasizes the rational use of antibiotics and multi-sectoral collaboration to address AMR. It stes up four specific goals: 1. Raise awareness of local authorities and understanding of health workers , veterinarians and people about preventing and combating drug resistance; 2. Strengthen the antimicrobial resistance surveillance system to provide timely warnings about the emergence, spread, level and trends of antimicrobial resistance in microorganisms; 3. Reduce the spread of microorganisms and infectious diseases; 4. Use antimicrobials in humans rationally, safely and responsibly. It also specifies targets for 2025, such as achieving 100% of provinces and centrally-run cities approving plans to combat AMR and allocating budgets for their implementation, training healthcare workers, and expanding laboratory and surveillance capacities.
The Plan details various actions, including interdisciplinary coordination, communication campaigns, enhancing surveillance capacities, and developing guidelines and training programs. It stresses the importance of a multi-sectoral approach involving health, agriculture, environment, and other sectors, supported by funding from the state budget and other sources. It also introduces mechanisms for monitoring antibiotic use and resistance trends, with annual reporting and evaluation frameworks.
