Abstract
This Vietnam's National Strategy on Antimicrobial Resistance Prevention and Control for the 2023-2030 period with a vision to 2045 is outlined in Decision No. 1121/QD-TTg, aiming to unite all of Viet Nam to protect the power of medicines and tackle the complex and rapidly growing threat of antimicrobial resistance (AMR). The Overall Goal of the Strategy is: Slow the progression of drug resistance and prevent and control the spread of drug-resistant microorganisms and communicable diseases, while ensuring the availability and continuity of antimicrobial drugs and the reasonably use of antimicrobial drugs to effectively treat communicable diseases in humans and animals, contributing to the protection, care and improvement of human and animal health, environmental protection and economic and social development of the country. The Vision for 2045 is to basically control drug resistance, and the surveillance system for drug resistance, antibiotic use and consumption is expected to be as effective as that of developed countries.
To achieve the Overall Goal and the vision, the Specific Objectives by 2030 are proposed, including: Improve awareness of local authorities, healthcare professionals, and the public regarding drug resistance prevention and control; Establish a national monitoring system for antibiotic use and consumption in humans and animals by 2025, with continued expansion by 2030; Reduce the incidence of infections through effective infection prevention and control measures; Optimize the use of antimicrobial agents in humans, animals, and the food sector. Specific criteria are set for each objective, such as achieving 100% of provinces and central-affiliated cities having approved plans and allocated budgets by 2025, and improving the capacity of national reference laboratories on drug resistance.
The Strategy recognizes that tackling antimicrobial resistance requires a collaborative effort across human health, animal health, and the environment, as highlighted by international organizations like the World Health Organization (WHO) and the Food and Agriculture Organization (FAO). It includes specific tasks and solutions such as interdisciplinary cooperation, policy and law development, information and communication efforts, strengthening the surveillance system, human resource development, financial solutions, scientific research, and international cooperation. The document clarifies the responsibilities of various ministries and agencies, such as the Ministry of Health, the Ministry of Agriculture and Rural Development, and the Ministry of Natural Resource and Environment, in organizing and implementing the strategy.
