Abstract
The National Action Programme "Zero Hunger" is an initiative of the Secretary-General of the United Nations aiming to the following objectives: all the population have enough food all year round; no more children under 2 years of age with malnutrition, entire sustainable food security systems, 100% of smallholders increase productivity and income, especially for women and no longer food waste. This programme is in line with the Sustainable Development Goals (SDG2), hunger eradication, food security, nutrition improvement and sustainable agriculture development that the Government of Vietnam has committed to comply with national target programme on poverty reduction.
The Programme aims to reduce hunger by half by 2015 and basically eliminate hunger by 2020 (according to the evaluation of FAO). The National Action Programme "Zero Hunger" until 2025 will achieve the goal of ensuring food security and nutrition for people through improving the physical status, intelligence and stature of Vietnamese people, and implementing the Sustainable Development Goal SDG2 committed by the Vietnamese Government to the United Nations Organization.
The Programme specific objectives up to 2025 aim to achieve the following goals: Households have enough food and nutrition all year round; Reduce the rate of households with input energy per capita below 1,800 Kcal to less than 5%; Increase per capita consumption of vegetables, tubers to 400 g/day; Reduce malnutrition in children under two years of age; Develop the sustainable food security system; 100% of households participating in the programme are cooperatives and associated producers; The majority of family farming smallholders increase productivity and income; Households participating in the programme have increased crop and livestock productivity; Strive not lost or waste food. Family farming smallholders increase productivity and income, through the following methods: Increase income and rural welfare for reducing overall poverty; Increase productivity of crops and livestock through agricultural extension activities (application of new varieties, techniques and processing advances); Increase labour productivity in agriculture by reducing production costs, strengthening mechanization, and chain linkages to increase value; Develop infrastructure and production services for key agricultural intensive areas with community participation; Support rural laborers transferred to non-agricultural industries in local income level higher than agricultural production; Develop a system of criteria for monitoring and supervising farmers' productivity and income increases. Promote scientific, technological research and agricultural extension to increase productivity and quality of plants and animals in disadvantaged areas, etc.
In addition, the programme aims at performing the following activities: building capacity of forecasting, warning, proactively preventing, avoiding and reducing natural disasters through: Research to determine the impact of natural disasters and preventive measures on food production; Develop infrastructure investment programmes (dykes, embankments, dams, reservoirs, etc.) for key areas affected by natural disasters; Develop a sustainable system of food supply and consumption, etc.
