Abstract
This Decree elaborates some contents specified in Articles 15, 17, 19, 22, 23, 24, 25, 26, 27, 30, 40, 41 and 49 of the Law on Planning.
The Decree provides detailed guidance on the formulation, appraisal, approval, announcement, and monitoring of national, regional, and provincial planning. It defines responsibilities for planning authorities, consultancies, and relevant stakeholders, and sets out qualifications for planning consultants. The Decree outlines procedures for public consultation, integration of planning components, and criteria for evaluating planning implementation. It also establishes the structure and operation of the Planning Appraisal Council and the National Planning Information System and Database, ensuring transparency, data consistency, and accessibility across government levels.
The Decree further details the contents required for various types of planning, including national comprehensive planning, marine spatial planning, land use planning, infrastructure, environmental protection, biodiversity conservation, and sector-specific plans. Each planning type must include development objectives, spatial arrangements, environmental and climate considerations, prioritized projects, and implementation solutions. The Decree emphasizes the use of scientific and technological advances, international cooperation, and public participation in planning processes.
