Abstract
This Decree provides the assurance of safety for people and ships engaged in fisheries activities in the seas and other natural waters of Vietnam. The Decree consists of 18 articles divided into 5 Chapters: General provisions (I); Responsibilities of fishing-ship owners, captains and crew members in safety assurance (II); Registry of fishing ships, registration of fishing ships and crew members (III); Responsibilities of agencies performing the state management over safety for people and fishing ships engaged in fisheries activities (IV); Implementation provisions (V). Fishing ships, when operating, must observe regulations as listed in article 9. Articles 10 to 13 treat matters related to the type of fishing ships subject to registry, conditions for fishing ship registration, registration of crew members, etc. Chapter IV specifies the duties of the Ministry of Fisheries and other ministries as regards the fishing operations and the safety of crew and fishing vessels at sea.
