Abstract
These guidelines are issued in order to implement Decision 327_CT which regards policies for the use of bare land and degraded hills, forests, coastal alluvial flats, and water bodies. The guidelines state preparation of a general forestry programme which includes harmonization of land definitions between the Ministry of Agriculture and the Ministry of Forestry. The Ministry of Forestry assumes primary responsibility for the appraisal and approval of the 4 projects listed, forestry-agriculture industry projects; agriculture-forestry-industry projects; marine production combined with agriculture, and fixed cultivation and sedentarization. Funds from the state budget are used for protection, natural regeneration, and enrichment of protected forests and special use forests. The State provides basic construction funds for the following purposes: bare lands and denuded hills, seeds and nurseries, forests, agricultural production and food crops. The project-implementing agency, to be appointed by the leading agency for the project, shall have the right to receive, manage, and spend funds for the implementation of the projects (including all state forest enterprises). The guidelines also outline stages in plantation development including the planting and maintenance of plantation protection.
