Law No. 146/2025/QH15 amending and supplementing a number of articles of 15 laws in the fields of agriculture and the environment.

This Law No.146/2025/QH15 amends and supplements provisions across fifteen existing laws in the fields of agriculture and environment. It revises definitions, reallocates administrative responsibilities, and integrates multiple sectoral instruments under the Ministry of Agriculture and Environment.
The amendments refine environmental impact assessment procedures, clarify licensing and appraisal competences across national and provincial authorities, and strengthen rules on waste management, pollution control, and environmental monitoring. They introduce updated responsibilities for local governments, regulate import of waste materials, and enhance mechanisms for climate change adaptation, environmental incident response, and rural environmental management. The Law also revises sectoral provisions on plant protection, livestock, natural resources, biodiversity, forestry, water, meteorology and disaster risk management.
