Ordinance on the exploitation and protection of irrigation works No. 32/2001/PL-UBTVQH10.

This Ordinance provides for the exploitation and protection of irrigation works related to dykes, flood and storm prevention works, hydro-electric works, and water supply and drainage works. The Government shall prescribe the regime and policies for organizations and individuals managing the exploitation and protection of irrigation works (arts. 9 to 11). State enterprises exploiting irrigation works from agricultural production for water consumption shall be allocated funding by the State in cases described in article 13. Irrigation charges, water-consuming money and wastewater-discharging fees are detailed in articles 14 to 16. Tasks, rights and obligations of state enterprises, organizations or individuals are listed in articles 17 to 19. A System Management Council shall be established to decide and supervise on plans to exploit irrigation work systems (art. 20). Chapter III provides for the protection of irrigation works. Protection plans shall be submitted and approved by the competent State management bodies. The protection scope of irrigation works shall cover the works and their vicinities which shall be stipulated as described in article 25. Chapter IV and V deal with the following matters: contents of State management over exploitation and protection of irrigation works; commendations and handling of violations.
