Abstract
Section 2 places restrictions on the loading or dumping of substances mentioned in Schedule 1 and 2 and dumping of substances in general. A special permit or a general permit authorizing dumping may be issued by the Director-General of Environmental Affairs after taking into account the factors set out in Schedule 3. The Director-General may attach conditions to permits as he thinks fit. Within 30 days after the end of each calendar year the Director-General shall furnish the Minister with a report regarding the previous year as to permits granted, the nature and quantities of all substances dumped with a permit, substances dumped in contravention of the provisions of this Act and exceptional dumping which was compulsorily reported by the master of the vessel or the pilot of the aircraft.
