Abstract
These Regulations, made under section 23 of the Fertilisers, Farm Feeds, Agricultural Remedies and Stock Remedies Act, no. 36 of 1947, provide for registering and utilising agricultural remedies. The Regulations cover the following topics: banned agricultural remedy; recycle, neutralisation, destruction of agricultural remedy waste; emergency registration of agricultural remedy under special circumstances; protection of the environment, including: micro-organisms, plant and animal life, water and atmosphere; good experimental practices; Globally Harmonised System (GHS) of classification and labelling of chemicals; GHS hazard classification; hazardous waste; household agricultural remedy; Integrated Pest Management (IPM); precautionary statement; restricted agricultural remedy; chemical substances of concern; toxicity; trademark.
The Regulations concern: application to register agricultural remedies; information included in the application: scientific documentation required to demonstrate the safety, quality and efficacy of the agricultural remedy, environmental impact of the agricultural remedy, chemistry of the residue of the agricultural remedy and its active ingredient on the crop or feed, proposed Maximum Residue Limit(s) and withholding periods in accordance with the national legislation, risk assessment report in case of aerial application to demonstrate clear advantages in terms of reduced impacts on human health and the environment; approval registration and compliance with the prescribed use of the remedy on food crops; classification and labelling of agricultural remedy containers; measures for the importation of an agricultural remedy; requirements for manufacturing establishments; measures for sale and advertising of agricultural remedies; disposal of containers of agricultural remedies; reporting on potential harmful or unacceptable reactions, or on adverse effects to human health or the environment; offences and penalties; criteria for low risk product, substances of concerns and restricted agricultural remedies.
