Abstract
These Regulations prescribe standards and requirements regarding cereals, leguminous seeds, oilseeds, grass seeds and the processed grains thereof in respect of which an approval for the export is required of the Executive Officer in terms of the Agricultural Products Standards Act. The Regulations prohibit export of such grains without a permit and set out requirements relating to an application for a permit. Each consignment shall be inspected by an inspector, who shall approve or reject the consignment. The Regulations also provide for appeal against a direction or decision of an inspector, define offences and provide a list of countries in respect of which the prohibition does not apply. The Regulations specify criteria that shall be used in the recognition of laboratories involved in the export control of grains; reference is made to the principles laid down by the Codex Alimentarius Commission.
