Abstract
Any person who at date that these Regulations become applicable to an area, abstracts or uses groundwater from a well or a borehole or a natural spring within a designated area, shall communicate within three months to the Secretary of Water Affairs the information specified in section 2. Such a person is entitled to a permit to use the quantity of water determined by the Minister and subject to conditions as may be imposed by the Minister (sect. 3). After the period of 3 months mentioned in section 2 use of groundwater from boreholes or wells or sinking or altering of boreholes is prohibited without a permit.
