Abstract
The 2022-2026 Strategic Plan for the Ministry of Fisheries and Livestock (MFL) is a comprehensive sectoral blueprint that outlines the 5-year strategic trajectory for the Fisheries and Livestock subsector. This Plan aligns with the priorities set in the 8th National Development Plan (8NDP) and serves as a pivotal step towards realizing Vision 2030. The overarching goal is to fulfill the Ministry's vision of a nation known for producing high-quality livestock and fish, thereby ensuring food security and sustainable livelihoods. The Plan offers guidance for executing fisheries and livestock programs, aligning them with the national priorities delineated in Pillar I (Economic Transformation and Job Creation) and Pillar III (Environmental Sustainability) of the 8NDP. The agricultural sector, particularly the Fisheries and Livestock subsector, is recognized as a key driver in the economic diversification and job creation agenda outlined in the 8NDP. In Zambia, the Fisheries and Livestock subsector significantly contributes to the GDP under the broader Agriculture sector. The government's commitment to prioritizing the Fisheries and Livestock subsector is evident, focusing on critical areas such as animal disease control and aquaculture intensification to bolster overall development. The Ministry's role extends to contributing to the Economic Transformation and Job Creation, with a development outcome aimed at fostering an industrialized and diversified economy. The strategy hinges on increasing agricultural production and productivity, encompassing infrastructure development, fisheries, and aquaculture advancement, livestock development, farmer support input, agribusiness development, research and development, extension service support, early warning, and surveillance, as well as farm block and resettlement scheme development. The Ministry has identified four strategic themes, focusing on operational excellence, agribusiness and marketing, animal health, and fisheries and livestock development, with corresponding strategic results such as high-quality services, increased trade, healthy animal populations, and enhanced production. The commitment to six core values, including integrity, accountability, transparency, innovation, equity, and teamwork, aligns with the pursuit of these themes.
To achieve the Vision and Mission set in this Strategic Plan and to fulfill its mandate, the Ministry has formulated the following eleven strategic objectives (1) enhance fish and livestock production and productivity; (2) enhance animal health and management; (3) enhance skills development; (4) enhance fisheries and livestock conservation; (5) improve financial management; (6) enhance early warning and responsiveness; (7) improve information dissemination; (8) improve marketing of fish and livestock; (9) enhance management systems; (10) improve human resource capacity; (11) improve infrastructure and equipment. Furthermore, the Ministry of Fisheries Livestock aims to enhance the legislative framework for subsectors by developing the National Livestock Development Act, reviewing the Veterinary legislation, amending regulations, collaborating with the health Ministry for food safety, implementing development programs aligned with local by-laws, and boosting the export of fisheries and livestock products under national trade legislation.
