Abstract
This Implementation Plan reflects Zambia's Government commitment to translating strategic objectives into tangible actions and outcomes to respond to the National aspirations set out in the Eighth National Development Plan (8NDP), developing Specific, Measurable, Actionable, Realistic, and Time-bound (SMART), goals to benefit all stakeholders in the Fisheries and Livestock subsector. The Plan describes broad actions that the government and its stakeholders intend to undertake to address key issues related to fisheries and livestock development, outlining linkages of the strategic objectives, measures, activities, and strategies upon which key performance is developed. It addresses four Strategic Development Areas (SDA): (1) high-quality services including skills development, financial management, information dissemination, management systems, human resource capacity, and educational infrastructure and equipment; (2) increased fisheries and livestock trade and exports mostly by improving the marketing of fish and livestock; (3) healthy animal populations by enhancing animal health and management as well as early warning and responsiveness; (4) increased fish and livestock production and productivity through the enhancement of the sectors. The Plan also includes activities such as developing a communication strategy, producing news stories, feature articles, radio and television programs, training and skills development plans, affiliation to higher universities and authorities, standardizing training institutions. Yearly targets and project costs over five years, focusing on the four Strategic Development Areas (SDAs) are also established.
To ensure the Plan's effectiveness and efficiency, a dedicated monitoring and evaluation team, led by the Director of Policy, Planning, and Information, will oversee its progress. This oversight will occur through quarterly monitoring, mid-term reviews, and end-line evaluations, ensuring the Strategic Plan's goals are achieved.
