Abstract
This Act makes provision with respect to animal health matters. These matters include: administration; measures for controlling and preventing animal diseases by owners of animals and officers; identification and traceability of animals; control on the importation of animals; control on the transportation of animals; restrictions regarding the slaughtering of livestock animals; Tsetse control; cleansing of animals; restrictions on importation, manufacture or sale of animal feed; and establishment of the Animal Disease Control Fund.
The Act provides for the appointment of a Director responsible for veterinary services, a Deputy Director responsible for veterinary services, veterinary officers, tsetse control biologists, animal scientists and other staff for the Department responsible for Veterinary Services, within the Ministry responsible for livestock development and defines duties of the Department and the Director and powers of veterinary officers.
The Director shall, for the purpose of disease control and animal and animal product traceability, use an animal and animal product identification system that allows for the tracing of animals and animal products from origin to end-use. The Act defines regulatory powers of the Minister, including powers to make rules for the prevention of fish diseases.
Any person who wishes to slaughter immature livestock or pregnant livestock or, in general intends to operate a slaughterhouse, shall apply to the Director for a permit. Testing, registration, sale or use of any pesticide, chemical, drug or hormone on any animal requires a permit issued by the Director.
Other provisions of this Act concern, among other things: restrictions on grazing, quarantine measures; declaration by the Minister of an animal disease emergency; establishment of the Animal Disease Control Interdisciplinary Committee; appeals; and offences.
