Abstract
This Act, consisting of 4 sections, amends the original text as follows (i) Section 2 adds the Engineering Institution of Zambia and the Zambia Institute of Chartered Accountants as formally recognised professional bodies under their respective statutes, thereby clarifying their legal status within the Energy Regulation Act and integrating them into its regulatory framework; (ii) Section 5 restructures the composition of the Energy Regulation Board, which now includes a Chairperson with relevant expertise, representatives from the ministry responsible for energy, the Attorney-General, the Engineering Institution of Zambia, the Zambia Institute of Chartered Accountants, the Zambia Environmental Management Agency, the Economics Association of Zambia, an NGO working in energy development, and one private sector expert; (iii) it strengthens governance and integrity rules by expanding the disqualification criteria for Board membership, excluding non-citizens, undischarged bankrupts, legally disqualified persons, political office holders, and individuals with direct financial interests in licensed energy companies, thereby reinforcing independence and conflict-of-interest safeguards.
