Abstract
These Regulations provide rules for the management, disposal and transportation of waste. Regulation 3 delimits the application sphere of the Regulations. A person intending to transport wastes or operate a waste disposal site or plant shall apply for a license to the Environmental Inspectorate in forms as set out in the First Schedule. The Inspectorate shall issue a license if conditions set out in regulation 5 are fulfilled. Regulation 5 also sets out conditions to which a license shall be subject. A license to own or operate a waste disposal site or plant shall be issued in accordance with regulation 6. The holder of a license under these Regulations shall have the duty to keep records as prescribed in regulation 7 and the Inspectorate shall keep a register of licenses in accordance with regulation 8. If the Inspectorate has reasonable cause to believe that a person is contravening any of the provisions of these Regulations or a condition of the license is or is likely to be contravened, the Inspectorate shall serve an enforcement notice on that person pursuant to regulation 9.
