Abstract
This Decree consisting of 16 articles and VIII Annexes establishes that (i) the emission or the leakage of the gaseous and solid pollutants and vapors to the ambient air shall not exceed the maximum allowable limits; (ii) car and vehicle emissions may not exceed the maximum allowable limits; (iii) during the combustion of any sort of hydrocarbon fuels for any purposes, smoke, gases, and vapor emitted shall be within the allowable limits; (iv) all authorities and facilities shall take the necessary precautions to reduce the amount of Pollutants resulting from combustion; (v) solid wastes may not be disposed of or treated except in the places specified for that; (vi) burning shall be carried out in special incinerators established upon a license; (vii) special incinerators will be established for getting rid of the medical wastes; (viii) certain requirements are to be met in designing the chimneys used for the emission of air pollutants; (ix) pesticides and any other chemical compounds can be used or sprayed for the purpose of agricultural and public health requirements or any other purposes according to the regulations imposed by the Ministry of Agriculture and Fisheries and the Ministry of Health; (x) storage and transportation of wastes or dust are to be carried out in a way to prevent them from polluting the ambient air; (xi) authorities, facilities, and people cannot exceed the maximum allowable levels of noise; (xii) enough ventilation inside the sites of work, all closed and semi-closed public places has to be ensured; and (xiii) facilities' owners have to carry out a periodic analysis of the air pollutants emitted, and shall observe the specifications of such emissions, together with keeping a register to record the amounts of air pollutants for five years.
The Annexes are entitled as follows: Maximum Allowable Emission Limits of Air Pollutants Emitted from Stationary Sources (I); Maximum Allowable Emission Limits of Air Pollutants Emitted from Hydrocarbon Fuel Combustion Sources (II); Maximum Allowable Emission Limits of Air Pollutants Emitted from Solid Waste Incinerators (III); Maximum Allowable Emission Limits of Air Pollutants Emitted from Hazardous and Medical Wastes Incinerators (IV); Dioxines and Furans (V); Allowable Limits for Noise Level in Different Areas (VI); Maximum Allowable Limits for Air Pollutants in Working Areas (Dust and Chemical Substances) (VII); and Ambient Air Quality Standards (Air Pollutants Limits in the Ambient Air) (VIII).
