Abstract
The Act regulations various aspects of merchant shipping in Antigua and Barbuda.
The Act consists of 335 sections divided into 11 Parts: Preliminary (I); Administration and implementation (II); Registration of ships – Mortgage – Maritime Liens (III); Masters, officers, seamen and cadets (IV); Safety of navigation (V); Wreck and salvage (VI); Shipping casualties, inquiries, courts and legal proceedings (VII); Pollution of the sea by oil (VIII); Passenger ships (IX); Carriage of goods by sea (X); Limitation and division of liability (XI).
The Act shall apply to all ships registered in Antigua and Barbuda and used for navigation. The Minister shall appoint a Registrar of Antiguan and Barbudan ships under section 8. A specific book for the registration of fishing vessels shall be used. Article 21 concerns the marking of ships. Section 288 prohibits the discharge of oil or oily mixture into the sea. Article 289 concerns the ratification of international conventions and regulations regarding the pollution of the sea by oil.
