Abstract
This Act provides for the establishment of a Public Utilities Authority, defines its functions, powers and internal organization, defines offences in relation with the provision of public utilities and provides for various other matters in relation with the supply of public utilities.
The supply of public utilities shall include the supply of electricity and water. The Authority shall have the exclusive right to produce and supply electricity and the exclusive right to distribute water in Antigua and Barbuda. The Act defines offences in relation with the supply of water, the felling of trees near to works of the Authority, pollution or wrongful use of water, sale of water, etc. The Authority may, with the approval of the Minister, by Order: (a) declare that any watercourse shall be subject to the provisions of this Act; and (b) where the drainage or water from any area flows or is conveyed to a watercourse or waterworks, declare that area or any part of that area to be a watershed.
