Law No. 10081 dated 23.2.2009 on the licenses, authorizations, and permissions in the Republic of Albania.

This Law provides for the establishment of the National Licensing Centre to improve licensing and permitting for all applicable commercial activities in order to reduce the administrative barriers of free initiatives in economic, trade, or professional activities, protecting in the same time the public interest in these activities and the usage of public goods.
The Law consists of 7 chapters, as follows: General Provisions (I); Legal Principles in the areas of Licensing, Authorizations, and Permissions (II); National Registry of Licenses and Permits (III); Competences for the treatment of the licenses/authorizations/permits of the central institutions (IV); Licensing Procedures (V); Creation, Organization, and Functioning of the National Center of Licensing (VI); Final Provisions (VII).
Licences may be granted for: production and/or trading of food; reproduction, breeding and creating of new races and other veterinary services; natural copulation and artificial insemination; animal trading; production and/or seeds and seedling trading; production and/or trading of plant protection products, fertilizers and/or of tobacco products; manufacturing and trading of plant protection products (dangerous products and high risk); environment impact; production, transport, using, and or trading of dangerous products; etc.
