Law no. 17/2020 dated 17 February 2020 on fertilizer products.

This Albanian Law on fertilizer products aims to: a) guarantee the health of people and animals, as well as protecting the environment from the use of fertilizer products; b) increase the efficiency in feeding plants with nutrients; c) improve the physico-chemical qualities and soil fertility. This Law defines the rules for production, registration, trading, import, export, use, quality control, traceability, information, advertising and inspection of activities related to fertilizer products, as well as the organization and operation of relevant structures involved in related processes that are including fertilizers. This Law applies to: a) fertilizer products that are registered, produced, exported, traded, imported and which are used on the territory of the Republic of Albania; b) natural and legal persons who exercise activities provided for in the provisions of this Law, authorizations and permits, environmental impact assessment, environmental permits and chemicals. Fertilizer products are classified into groups as follows: a) inorganic fertilizer products; b) organic fertilizer products; c) organo-mineral fertilizer products; d) fertilizer products based on secondary nutrients; e) fertilizer products based on microelements; f) fertilizer products with specific action (inhibitors, plant biostimulants); g) special fertilizer products; h) correctors; i) cultivation (growth) substrates; j) soil improvers; k) organic materials intended for the production of organo-mineral fertilizer products. The detailed classification of fertilizer products allowed for registration is approved by related order of the competent national minister. The production of fertilizer products in the Republic of Albania is carried out in accordance with the provisions of this Law, of the legislation in force for licenses, authorizations and permits, as well as legislation in force for environmental protection. Production of fertilizing products in the country is carried out by legal or natural persons, after obtaining necessary certification accredited in accordance with indicated ISO standards.
This text is divided into eight main thematic Chapters and a total of 34 articles. Titles of these Chapters are as follows: I. General provisions; II. Production and registration of fertilizer products; III. Trade, transport, storage, labelling and use of fertilizer products; IV. Limits of tolerance-Simple fertilizer products based on ammonium nitrate, with high nitrogen content; V. Organization and functioning of structures; VI. Product analysis, tracking and advertising of fertilizers; VII. Prohibited activities and lack of weight-disposal of fertilizer products; VIII. Administrative conduct (including penalties); and IX. Final and transitional provisions.
