Abstract
This Law lays down rules and rules of procedure on the institutional framework of the national policy on irrigation, drainage, and protection from flood and erosion; the legal framework for the establishment and/or functioning of the irrigation and drainage departments, municipalities, and water users associations (WUAs); the tasks and responsibilities for the persons and entities that deal with irrigation, drainage, and protection from flooding and erosion; and the transfer of water and draining systems to the regional departments and the WUAs. The law is composed of the following chapters: General Provisions (I); Irrigation and Drainage Infrastructure (II); Irrigation and Drainage Departments (III); Municipalities (IV); Water Users Associations (V); Irrigation and Drainage Oversight (VI); and Transitory and Final Provisions (VII). Regarding governance, the municipalities are responsible for the use and maintenance of the irrigation and drainage infrastructure transferred to them and providing timely and adequate supply of water to the farmers.
