Abstract
The purpose of this Law is to lay down the regulatory framework for water supply in Albania and to establish an autonomous regulatory agency, the National Water Supply Sanitation Regulatory Commission. It defines the functions, duties and powers, the procedures and standards under which the Commission shall operate. An important objective of this Law is on the one hand to promote public interest in securing safe and reliable sources of potable water and waste water treatment and on the other hand to promote private investments in this sector by developing a transparent legal and regulatory environment. It applies to all public and private activities in the water supply and sanitation sector. No person, other than those authorized to do so by license or exemption, shall engage in the activity of supply or service to others of distributing, supplying or treating water for public consumption (art. 17). General qualifications which potential licensees must possess are set out in article 18. Articles 23 and 24 provide for the establishment of rates for water supply and other services provided by licensed operators. The Commission is granted certain enforcement powers in order to ensure compliance by licensed operators with provisions of this Act or conditions attached to the licence. (34 articles)
