This Regulation approves the rules of procedure, the criteria of bidding, and the review schedules of the mineral permits applications. The regulation entitles the winner of public bidding to complete the permit documentation within a period of 60 calendar days from the notification of award date. In case of noncompliance with the schedule the right to a permit application is given to the second-ranked bidder. The bidding procedure is open to legal entities, national and foreign ones. The contracting authority is responsible for preparing the bid criteria and evaluating the bid responsiveness. Albanian Geological Service and the National Agency of Natural Resources analyse the rentability and the financial suitability of the mineral zones that will be open for public bidding.
