Regulation No. 712 date 31.7.2013 on the rules of procedure of public competition for the fishing rights in the internal waters of the Republic of Albania.

This Regulation aims at ensuring the rational and sustainable exploitation of the biological resources in the Albanian internal waters. To this end, it sets forth the requirements, criteria, and rules of procedure concerning the application for fishing rights, the approval process, the public competition as well as the enforcement of the fishing permits’ terms and conditions.
In the co-managed areas the fishing rights shall be exercised in compliance with the areas management plans. The Ministry shall enter into contract with the fishing management organizations of the co-managed area and the organization should then supply its members with the fishing permits. The model contract and permit will be approved by ministerial order. In the areas where such organizations the application process is managed by the Ministry in accordance with the rules sets forth by this regulation.
