Regulation No. 719 date 31.10.2014 on the organization and functioning of the Agricultural and Rural Development Agency.

The Agricultural and Rural Development Agency, established by Law 9817 of 2007, is a public legal entity under the Ministry of Agricultural and Rural Development, headquartered in Tirana and operating statewide. The Agency offers direct services to domestic farmers and implements state policies for agricultural and rural development. The Agency is responsible for administering the agricultural and rural development funds provided by the state, the 2KR project, the EU, and other donors or international organizations. Its duties and responsibilities include the implementation of agricultural and rural development programs and measures, establishing integrated systems for funds administration and control, assisting of farmers and agricultural cooperation agencies by offering guidance regarding state policies, organization of competitive procedures for funds distribution, inspection on the use of awarded funds by farms and other subjects, data collection, etc. The Agency is headed by the General Director appointed by the Prime Minister on the proposal of the Minister of Agricultural and Rural Development.
