Abstract
This federal Law applies to pets, animals kept as pets, in zoos or in similar manners, and also to game in the wild. This Law provides provisions for the animals that are suspected of being infected, actions to be taken in case of occurrence of epidemic, the actions to be taken by the Federal Minister for Health and the Environment to prevent animal diseases; and the actions to be taken to prevent or control animal diseases. The Law outlines duties and responsibilities of district administrative authorities for enforcement of the specified measures. Article 3 outlines procedures for the horses, dogs, pack animals that belong to the military administration and the special regulations for identifying and eradicating animal diseases and the breeding establishments under the ownership of the military. Section II of the Law provides for the rules on import and transit of shipments of animal and animal products such as having certificate from a state-authorized veterinarian in the country of origin; conduct of importing only from entry points determined by the Federal Chancellor; and examination of the consignments at the destination by official veterinarians. The Law further provides for veterinary border controls; and import an transit ban and restrictions.
Section III of the Law provides for electronic veterinary registration for making traceability of animal diseases and prevention of its spread; marking certain animal species; supervision of the animal trade, animal hospitals and animal shelters; animal health regulations for transport by rail vehicles, ships, motor vehicles; and animal vaccinations against notifiable animal diseases. The Act outlines provisions for animal slaughtering, disposal of carcasses, and specific regulations for the persons working with animals, animal carcasses, animal waste and products. The Law further describes the protective measures to be observed by the local authorities in case of outbreak of animal disease or in case of suspected diseases. Sections IV outlines provisions for individual notifiable animal diseases such as foot and mouth diseases, wild and cattle diseases. Final sections of the text refer to compensation for the loss of livestock and for items destroyed during disinfection, and covering the costs of taking precautions against animal diseases. The Law contains 79 Articles drafted in 9 Sections and has one Attachment.
