Abstract
These Regulations are organized in 6 Parts and regulates water industry competition. Part 2 provides for licensing of network operators and retail suppliers. Part 3 concerns retailers of last resort and regulates contingency plans and declaration of supply failure. Part 4 Connecting development to infrastructure establishes obligations of consent authority and requires a certificate of compliance when a developer proposes to connect a development to water industry infrastructure operated, or to be operated, under the Act. Part 5 concerns investigations by Independent Pricing and Regulatory Tribunal (IPART) for a determination of the pricing (a significant pricing investigation) of a water supply service or sewerage service provided by a monopoly supplier that has been referred to IPART by the Minister under the Act, section 52(1)(a).
