Abstract
This Plan, consisting of eight Chapters divided into 153 sections, sets the management plan for water resources in the Fitzroy Basin. Under section 2, the purposes of the plan are: to define the availability of water in the plan area; (b) to provide a framework for sustainably managing water and the taking of water; (c) to identify priorities and mechanisms for dealing with future water requirements; (d) to provide a framework for establishing water allocations; (e) to provide a framework for reversing, where practicable, degradation in natural ecosystems; (f) to regulate the taking of overland flow water; (g) to regulate the taking of groundwater. Chap. 2 specifies the plan area and water to which the plans applies. Chap. 3 sets the outcomes for sustainable management of water. Chap. 4 is dedicated to performance indicators and Environmental flow objectives. Chap. 5 deals with strategies for achieving outcomes for both surface water and groundwater. Chap. 6 is dedicated to monitoring and reporting requirements. Chap. 7 regulates how implementing and amending this plan. The plan is completed by twelve Schedules: plan area map, subcatchment areas, coastal Burnett overland flow area, groundwater management areas, groundwater sub-areas, nodes, environmental flow objectives, water allocation security objectives, interim rules for taking or sharing water, water allocation groups to take unsupplemented surface water, rates and pump sizes and dictionary.
