Abstract
This Law governs the principles of liability (compensation) as regards the prevention and remedying of environmental damage (damage made to animal species, natural habitats, waters, seawater, soil and landscape) in case of compliance with the polluter pays principle and the principle of sustainable development.
This Law closely sets the rules aimed to determine the effective environmental damage and the immediate threat of such damage; the powers of the executive authorities and the rights and obligations of various operators in environmentally related activities of procedures started upon the rules here stipulated; the procedures for the selection and implementation of preventive and remedial measures, including public consultations; the financial liability of operators and the financial and economic organization for ensuring activities that are aimed to prevent and eliminate certain environmental damage; the necessary requirements for the mandatory cooperation and exchange of information on environmental damage with other countries and with the European Commission.
Chapter VII sets various administrative measures, offences and deriving penalties.
