Law on the protection of agricultural land.

This Law regulates the protection from damage, the restoration and the improvement of the fertility of agricultural land, and establishes the conditions and procedures for changing its designated use. It defines agricultural land as a national resource used for agricultural production and grazing and provides that it shall be used in a manner that does not damage soil fertility and health.
The Law establishes obligations for owners and users of agricultural land to protect it from erosion, pollution, salinization, acidification and waterlogging and to maintain and improve its productive properties. It provides for the supply of information on the qualities of agricultural land and for the creation and maintenance of an information system and registers of polluted and degraded land. It also regulates restrictions on land use and the use of fertilizers, pesticides and other substances.
The Law regulates the restoration and improvement of agricultural land and provides for recultivation of disturbed land and for the removal and use of the humus layer. It establishes procedures for changing the designated use of agricultural land for non-agricultural purposes, including decisions by competent authorities and categorization of land. The Law also provides for control, administrative measures and sanctions for violations.
