Law on renewable energy.

This Law regulates public relations, related to the production and consumption of: electricity, heat and cooling from renewable sources; gas from renewable sources; biofuels and energy from renewable sources in transport.
The text is divide into seven main Chapters and a total of 72 articles. Titles of Chapters are as follows: (One) General; (Two) Government in renewable energy; (Three) National renewable energy action plan, statistical transactions, joint projects and joint schemes; (Four) Renewable energy production; (Five) Production and consumption of biofuels and energy from renewable sources in transport and liquid fuels from biomass; (Six) Provision of information and reporting; and (Seven) Control, forced administrative measures and administrative penalty provisions.
Main goals of this Law are listed as follows: promotion of the production and consumption of energy produced from renewable sources; promotion of production and consumption of biofuels and energy from renewable sources in transport; creation of conditions for the inclusion of gas from renewable sources in the gas transmission and distribution networks; creation of all necessary conditions for the inclusion of heat and cooling energy from renewable sources in the heat transmission networks; providing information on support schemes, benefits and practicalities of the development and use of renewable energy to all interested parties involved in the production and consumption of electricity, heat and cooling from renewable sources, production and consumption of gas from renewable sources, as well as production and consumption of biofuels and energy from renewable sources in transport; creation of overall conditions for achieving sustainable and competitive energy policy and economic growth through innovation, introduction of new products and technologies; creation of minimum conditions for sustainable development at regional and local level; creation of correct conditions for enhancing the competitiveness of small and medium-sized enterprises through the production and consumption of electricity, heat and cooling from renewable sources; securing the energy supply and general technical safety; protection of the environment and limitation of climate change effects; raising the standard of living of the population through the cost-effective use of energy deriving or consisting from renewable sources.
These objectives shall be achieved by the implementation of several related measure: introduction of support schemes for production and consumption of electricity, heat and energy for cooling from renewable sources, production and consumption of gas from renewable sources, as well as production and consumption of biofuels and energy from renewable sources in transport; regulation of the rights and obligations of the executive authorities and local self-government bodies in the implementation of the policy in the field of promotion of the production and consumption of electricity, heat and cooling energy from renewable sources, production and consumption of gas from renewable sources, as well as the production and consumption of biofuels and energy from renewable sources in transport; introducing obligations for the executive authorities to initiate and implement measures related to the promotion of production and consumption of electricity, heat and cooling from renewable sources, production and consumption of gas from renewable sources, as well as production and the consumption of biofuels and energy from renewable sources in transport; introduction of support schemes related to the development of the transmission and distribution grids, including interconnections, of the smart grids, as well as the construction of regulating and storage facilities related to the safe functioning of the electricity system in the development of renewable energy production sources; introduction of schemes to support the construction and development of heat, gas and gas distribution networks, including interconnections, where this is economically justified; introduction of support schemes for the production of energy from renewable sources for own consumption; establishment of a National Information System for the Potential, Production and Consumption of Energy from Renewable Sources in the Republic of Bulgaria, also called as "National Information System"; introduction of mechanisms to support research and development related to the production and consumption of electricity, heat and cooling from renewable sources, the production and consumption of gas from renewable sources, as well as the production and consumption of biofuels and energy from renewable sources in transport; joint implementation of measures for the use of energy from renewable sources and measures for the introduction of technologies for improving energy efficiency.
