Abstract
This Act was adopted to diversify energy supply, environmental protection, to set the terms for sustainable local and regional development, to promote the development and implementation of technologies for the production and use of energy generated by renewable and alternative energy sources, and to promote the production and consumption of biofuels.
The Act defines rights and obligations of the Council of Ministers, the Minister of Economy and Energy, and local or regional governing bodies, and requires that these institutions set national indicative targets for power generation from renewable energy sources.
Moreover, the Act stipulates provisions for encouraging the production of electricity generated from renewable energy sources, and the use of biofuels and other renewable fuels in the transport sector.
In addition, the Act stipulates that companies involved in the production and sale of energy from renewable energy sources must obtain a state licence of origin. The State Energy and Water Regulatory Commission shall be responsible for issuing these licences and for determining preferential prices for the sale of electricity generated from renewable or alternative energy sources.
The Act further addresses: requirements to report on quantity of energy generated from renewable and alternative energy sources, and biofuels; administrative and penalty provisions; etc.
