Complementary Law No. 881 establishing the State Programme for Safety and Efficiency of Dams (PESB).

This Law, consisting of 25 articles divided into six Chapters and one Annex, establishes the State Programme for Safety and Efficiency of Dams (PESB). The objectives of the PESB are: ensure compliance with dam safety standards in order to reduce the risk of accidents; ensure compliance with dam efficiency standards in order to realize the fundamental right to water as well as maximize the rational and sustainable use of dams; regulate safety and efficiency actions to be adopted in planning, building, operations, decommissioning and future uses of dams throughout the State; promote the monitoring and follow-up of the safety measures employed by responsible authority for dams; collect information on the management of the safety and efficiency of dams by the State Public Administration, through the respective competent bodies and entities; establish guidelines of a technical, social, economic and environmental nature that allow the assessment of compliance with the parameters established by the State Public Administration, through the respective competent bodies and entities; promote a culture of dam safety, especially risk management and sustainable use of dam infrastructures.
