Abstract
This Decree establishes the National Commission for the Reduction of Greenhouse Gas Emissions from Deforestation and Forest Degradation, Conservation of Forest Carbon Stocks, Sustainable Management of Forests and Increase of Forest Carbon Stocks (REDD+). The Commission will be responsible for coordinating, accompanying and monitoring the implementation of the National Strategy for REDD+ and for coordinating the preparation of requirements for access to payments resulting from REDD+ policies and actions in Brazil, recognized by the United Nations Framework Convention on Climate Change. This Commission is responsible for: propose legislative measures for the implementation of the National Strategy for REDD+; promote integration and synergy between public policies on forests, biodiversity and climate change; approve the technical reports on the requirements for accessing payments resulting from the country's REDD+ policies and actions; provide subsidies for the country's positions in international negotiations on REDD+ in the UN Framework Convention on Climate Change; review the National Strategy for REDD+. The National Bank for Economic and Social Development, through the Amazon Fund, created by Decree No. 6.527 of 1 August 2008, is recognized as eligible for access to payments for REDD+ achieved by the country.
