Abstract
This Law, consisting of 53 articles divided into four Titles, provides for Policy of Water Resources and the System for the Water Resources Management of the State. The State Policy is based on the following principles: water is a public property, a limited natural resource endowed with economic value, and its use may be passive of collection; in situations of scarcity, the priority use of water resources is for human consumption and watering of animals; water resources management should always provide for the multiple use of water; hydrographic basin is the territorial unit for the implementation of the State Policy of Water Resources and performance of the State System of Management of Water resources; Water resources management must be decentralized and involve the participation of the Government, users and communities.
The objectives of the Water Resources Policy are: ensure the current and future generations the necessary availability of water, in standards of quality and quantity appropriate to their uses; promote the rational and integrated use of water resources, with sustainable human development; implement prevention and defense against critical hydrological events of natural origin or arising from the inappropriate use of natural resources; increase availability of water resources. The general guidelines of the Water Resources Policy of the Federal District are: systematic management of water resources, without dissociation of quantity and quality aspects; adaptation of water resources management to the physical, biotic, demographic, economic, social and cultural diversities of the regions of the Federal District; integration of water resources management into the Environmental Policy; articulation of the planning of water resources with that of the users and with local, regional and national planning; articulation of the management of water resources with that of the use of the soil and other natural resources. The general guidelines set forth in this article will be planned and implemented to provide opportunities in this sector.
